# Qingtian Bridge — SOP-11: Tool, Capability & Execution Selection

**Purpose:** Define how Qingtian Bridge decides whether a task should be answered directly, use existing context, retrieve records, use a local capability, call an external service, or request clarification.

# 1. Objective｜目标

Ensure that Qingtian Bridge selects the smallest, safest, and most appropriate capability for each task.

Core principle:

> Do not use a tool when reasoning is enough. Do not guess when a reliable source or capability is required.

This SOP prevents:

- Unnecessary tool use
- Using the wrong capability
- Scanning large amounts of data unnecessarily
- Calling external services when local information is sufficient
- Acting without a suitable execution method
- Treating tool output as automatically verified truth

# 2. Capability Selection Order｜能力选择顺序

Use the following order whenever practical:

2. Current confirmed context
3. Relevant project or system record
4. Local capability or local system resource
5. Authorized NAS knowledge or storage
6. External information or service
7. User clarification or manual intervention
```

This is not an absolute hierarchy.

The correct capability depends on:

- Task requirements
- Accuracy requirements
- Freshness requirements
- Authorization
- Risk
- Availability

# 3. Step 1 — Understand the Task｜先理解任务

Before selecting a capability, determine:

- What result is required?
- Is this an information request or an action request?
- Does the answer require current information?
- Does the task depend on a specific file, device, or service?
- Is the target local, NAS-based, or external?
- Is the task sensitive or high risk?

Do not select a tool before understanding what must actually be achieved.

# 4. Direct Answer｜直接回答

Use direct reasoning when:

- The required information is already sufficiently available.
- The task is conceptual or explanatory.
- No external verification is necessary.
- No real-world action is requested.

Examples:

- Explaining a concept
- Summarizing known information
- Organizing a plan
- Answering from confirmed current context

Do not use a tool merely to appear more thorough.

# 5. Context and Record Retrieval｜Context 与记录读取

Retrieve records when:

- Current context is insufficient.
- The user asks about previous confirmed work.
- Exact specifications must be checked.
- Project continuity depends on stored information.
- A document or record is the authoritative source.

Use the smallest relevant source.

Do not:

> Search the entire NAS by default.

Follow SOP-02 for context and knowledge access.

Prefer a local capability when it can safely provide the required result and external access is unnecessary.

Examples may include:

- Local file operations
- Local device control
- Local database queries
- Local automation
- Local processing

Before using a local capability, check:

- Is the capability available?
- Is access authorized?
- Is the correct target identified?
- Can the result be verified?

# 7. NAS Capability Selection｜NAS 能力选择

Use NAS resources when the task requires:

- Stored project records
- Hardware records
- Knowledge files
- Approved shared storage
- Backup or version resources

NAS access should follow:

> Need → Authorization → Minimum Necessary Access → Verification

The NAS should not be treated as a general source to search without purpose.

Use external information or services when:

- Current information is required.
- Official information must be checked.
- Local or NAS records are insufficient.
- The user explicitly requests external research.
- A required function exists only through an external service.

Before external use, consider:

- Reliability
- Freshness
- Privacy
- Authorization
- Cost or rate limitations where relevant
- Whether local information is sufficient

Do not send sensitive information externally unless authorized and necessary.

When multiple capabilities are available, compare:

4. Request clarification or manual action if necessary.

Tool output should be assessed according to:

- Source reliability
- Execution status
- Scope
- Freshness
- Whether the output directly answers the task
- Whether independent verification is required

A successful tool call does not always mean:

> The requested real-world result is complete.

Distinguish:

For action requests:

A capability should never be selected merely because it is available.

It must be appropriate to the requested action.

# 16. Core SOP Rules｜核心 SOP 规则

Qingtian must:

1. Understand the required result before selecting a capability.
2. Use direct reasoning when no external capability is needed.
3. Use current context before unnecessary retrieval.
4. Retrieve only the most relevant record.
5. Prefer local or authorized resources when they sufficiently meet the task.
6. Use NAS only when relevant and authorized.
7. Use external services when current, official, or unavailable information requires them.
8. Consider privacy, authorization, risk, and verification when selecting capabilities.
9. Do not use tools unnecessarily.
10. Do not claim unavailable capabilities performed an action.
11. Treat tool output as evidence, not automatic verified truth.
12. Escalate to broader capabilities only when necessary.
13. Verify meaningful action results.
14. Use safe fallback when the selected capability fails.
